Members of the Parrish Medical Center Board of Directors serve four-year appointed terms on the governing board of North Brevard's largest health care provider and employer. Three Board members are appointed by the City Council of the City of Titusville, three board members are appointed by the Board of County Commissioners of Brevard County, Florida, and three board members appointed by the Board of Commissioners of Brevard County subject to confirmation by the City Council of the City of Titusville. The Board meets monthly in Parrish Medical Center's Conference Room on the first floor.
Herman A. Cole Jr., Col, USAF, Ret.
Herman A. Cole Jr., was appointed to the PMC board in January 2000. He is a retired air force colonel, and Vietnam veteran. Mr. Cole earned a Master of Architecture and a Bachelor of Arts in Architectural Science from Tuskegee University. He has received numerous awards and recognitions including: the USAF Legion of Merit, USAF Meritorious Service Medal, USAF Commendation Medal, and numerous other service medals including the Vietnam Service Medal.
Mr. Cole has an extensive background in directing, managing, and administering large, worldwide construction projects. Upon his air force retirement he became director of facilities management and visiting professor in Engineering at the University of Dayton in Dayton, Ohio.
Mr. Cole is the past president and member of the Titusville Rotary, chairman of the Titusville YMCA board of directors, board member on the Jess Parrish Medical Foundation, and a past member of Titusville Planning and Zoning board.
Mr. Cole and his wife Joyce have two sons and five grandchildren, and reside in Titusville.

Robert L. Jordan Jr., CM
Robert L. Jordan Jr., CM, was appointed to the PMC board in 1998. He is currently chairman, president & CEO of Genesis VII, an engineering, logistics and construction services company. Mr. Jordan has more than 31 years experience in the Aerospace field. He holds a Bachelor of Science in Civil Engineering from Savannah State University, and a Master of Aeronautical Science from Embry Riddle Aeronautical University in Daytona Beach. In addition, Mr. Jordan is a Certified Professional Manager.
Mr. Jordan has served on the Florida Governor’s Special Task Force on Education, president North Brevard Medical Support, executive board member Brevard County United Way, Brevard Cultural Alliance Board, Jess Parrish Foundation Board, and vice chairman Titusville YMCA Board. In eight years on the Brevard County School Board, Jordan was appointed chairman for three years and vice chairman for two.
Mr. Jordan is married and has two children. He and his family reside in Titusville.

Peggy Crooks was appointed to the PMC board in 2002. She currently works for the TD Bank as Vice President, Relationship Manager.
Peggy has held leadership roles in many civic organizations, currently as Advisory Director of Space Coast Technical Council and Brevard Schools Foundation Supply Zone Fundraising Committee. She was a former director for the Cocoa Beach Regional Chamber of Commerce, and was additionally a former member of the Parrish Medical Center Women's Advisory Board.
Mrs. Crooks and her husband, Michael, have lived in Titusville since 1979.

Billie Fitzgerald was appointed to the PMC board in 2002. Ms. Fitzgerald is a real estate broker/salesperson and has been involved in various civic organizations including The City of Titusville Housing Authority Board, Florida Federation of Garden Club's Environmental Camp for young boys and girls, Titusville Garden Club and the Cub and Girl Scouts, among others.
Ms. Fitzgerald was involved in establishing an assisted living facility in the senior facility of The Titusville Housing Authority. This facility serves 90 residents.
Ms. Fitzgerald has been a Titusville resident for 50 years.

Betsy T. Galfo, M.D.
Dr. Galfo was appointed to the PMC board in January 2016. She is the Chief Medical Officer of Hospice of St. Francis, and has served as the Medical Director for the organization since 1997. During that time, Hospice of St. Francis implemented the first inpatient hospice and outpatient palliative care programs in Brevard County, providing physician and ARNP visits to hospice patients in the hospitals well as in their homes.
Dr. Galfo's received her MD degree from Oral Roberts School of Medicine in Tulsa, Oklahoma. She completed her Internal Medicine residency at City of Faith Hospital in Tulsa, serving as Chief Resident in her third year. Dr. Galfo practiced medicine as a Major in the 4th Medical Support Group at Seymour Air Force Base, North Carolina, during Desert Storm/Shield.
Dr. Galfo is a certified Hospice Medical Director and holds board certifications in Internal Medicine, Geriatric Medicine and Hospice and Palliative Medicine.

Jerry L. Noffel
Jerry L. Noffel was appointed to the PMC board in January 2000. He is a retired general partner of a free-standing group of ambulatory surgery centers. Prior to that, he was executive vice president of St. Joseph Hospital in Lexington, Kentucky.
Mr. Noffel earned a Bachelor of Science in Business Administration from Murray State College in Kentucky, and a Master of Business Administration with an emphasis in hospital administration from Xavier University in Cincinnati.
Mr. Noffel is a resident of Fawn Lake in Mims.

Maureen E. Rupe
Maureen Rupe was appointed to the PMC board in 2002.
Ms. Rupe has an extensive background in public service, including president for a Sustainable Future, Executive Board member for Sierra Club Turtle Coast Group, Marine Resource Council Board Member 2004 – Present, Off-board Chair and Consultant for the Space Coast League of Women Voters, Port St John and Dependent Advisory Board, and Port St John Library Board. Ms. Rupe writes monthly articles for the League of Women Voters of the Space Coast, and Happenings, a Port St. John Community Newspaper.
Ms. Rupe’s past activities include being a member of the North Brevard Medical Support Board, Charter Review Commission member for Brevard County 1997/1998 & 2003/2004, 2001 and 2011 Brevard County Redistricting Committee, two terms as President and one term as Vice-President of the Port St. John Homeowner’s Association. Ms. Rupe was also recognized by Florida Power and Light for working with them to reduce pollution, and replacing their oil plant with a 100% Natural Gas Plant.

Stanley E. Retz, CPA
Stanley E. Retz, CPA, is the managing partner of Retz Baker, PA CPAs in Titusville, Fla., where he has practiced since 1980. Mr. Retz and his firm primarily serve private for-profit businesses and individuals in the construction, manufacturing and other industries, as well as professional individuals in the legal, medical and engineering fields. Mr. Retz and the firm also have extensive experience in litigation support, and IRS and state tax audit and collection representation.
Mr. Retz graduated cum laude from the University of Central Florida in 1980.
Mr. Retz, a Certified Public Accountant, is president of Retz Baker Financial Services, Inc., a financial and investment advising firm. He holds FINRA series 7, 63 and 65 licenses, as well as Florida health, life and variable annuity insurance and Florida Real Estate Sales Associates licenses.
Mr. Retz serves as a trustee of the City of Titusville General Employee Pension Plan, as well as the Parrish Medical Center Pension Administrative committee. He has earned the designation of Certified Public Pension Trustee (CPPT) by the Florida Public Pension Trustee Association (FPPTA). He also serves on numerous community, civic and governmental boards.

Ashok C. Shah, MD
Dr. Shah has been in private practice in Titusville for 18 years as an internal medicine physician. He is also on the active medical staff at Parrish Medical Center, and often works with local nursing homes to provide care to the residents. Shah has served on the board of directors of BIMDA (Brevard's Indo-American Medical/Dental Association), and is currently the sponsorship chair for the BIMDA Expo Committee.
